Damn! why cant I input the Chinese?!

I wander where can I found the common user`s profile?
When I installing the Oracle9i, the documnetation told me to input something into the $HOME/.bashrc which is belong to the oracle account. But I found anyting under the $HOMW/oracle directory, I wander if it`s there? Should I create a new file by myself?

By the way, my English is poor, so please forget the mistake in my expression.

you should create the file under the home fold of the oracle/dba user,or you can change the /etc/profile to set the env for every user.
notice: do not use the oralce under the chinese enviroment befor you are sure you patch the jre for chinese version.
